IPMA welcomes Budget
The Indian Paper Manufacturers Association (IPMA) has welcomed the Union Budget stating that these priorities align well with the growth of the paper industry in India.

IPMA president Pawan Agarwal noted that the government's continued focus on economic growth directly influences the demand for paper and packaging materials across multiple sectors. He emphasised that the Budget’s thrust on the manufacturing sector, particularly micro, small, and medium enterprises (MSMEs), will drive greater demand for paper-based packaging, which serves as an eco-friendly alternative to single-use plastic.
The association recognised the policy incentives aimed at promoting recycling and the use of sustainable raw materials. These measures will further strengthen the paper industry's commitment to a circular economy.
While supporting these initiatives, Agarwal urged the government to address key industry concerns. He called for improved domestic availability of raw materials, including wood and recovered paper. He also stressed the need to increase the basic customs duty on paper and paperboard imports to ensure a level playing field for domestic manufacturers.
Citing data from the department of commerce, Agarwal pointed out that imports of paper and paperboard from China rose by 44% during the first half of the current financial year. He warned that this sharp increase poses challenges for domestic manufacturers.
Despite these concerns, IPMA looks forward to collaborating with the government to advance India’s economic and environmental goals while ensuring sustainable growth for the paper industry.
